A firm protested an Army contract award, alleging that the Army's failure to include in its request for proposals (RFP) provisions of the Defense Acquisition Regulations, which require the evaluation of proposed compensation for professional employees, is contrary to statute, thereby invalidating the award.
A firm protested a proposed contract award in the aggregate under an Army invitation for bids (IFB), contending that the award was improper because the solicitation allegedly contemplated multiple awards which would result in a substantial savings to the Government. The Army stated that it had intended to award in the aggregate and that its intention was manifest in the IFB.
